My honest read: the jump from a 2.0 to a 3.0 is worth about $150 of your money, mostly for the suspension fork and the lower step-thru. The jump from a 3.0 to an XP 4 is not worth $400 unless you specifically want current electronics and a factory warranty that might still be running. Lectric advertised up to 45 miles on the standard pack and up to 65 on the Long-Range, but those numbers come from light pedal assist on flat ground. Real figures, from bikes I have watched get picked up and delivered: 20 to 25 miles of mostly-throttle riding on a healthy standard pack, and 30 to 40 on a healthy Long-Range. Pull the battery and read the Ah rating off the label. If the seller will not slide the pack out for a photo, that tells you something about the rest of the bike.
Battery health is the entire purchase. Everything else on this bike is cheap to fix. Here is the order I would go in, and none of it takes more than twenty minutes.
A replacement Lectric battery typically runs $300 to $500 direct from the manufacturer. On a $650 bike, that nearly doubles your cost. So a pack you suspect is worn should knock $250 to $350 off the asking price, not $50. Be willing to say that out loud.
The folding hinge is the second thing I check and the thing most buyers skip entirely. Fold and unfold the bike twice. The frame latch should snap closed with real resistance and sit flush, with no side-to-side play at the joint. A hinge with slop in it is a safety problem, not a squeak, and it usually means the bike was folded and thrown in a trunk hundreds of times.
After that: spin both wheels and watch the rotors for wobble, squeeze both brake levers and confirm the pads have material, check the sidewalls for dry cracking (fat tires crack from age, not miles), run through all seven gears, and trace the wiring harness from display to motor looking for chafe points. Electrical tape on a harness is somebody else's failed repair.
Four things should end the conversation: a display that will not power on, a motor that grinds under throttle, a frame crack near the hinge or head tube, or a seller who cannot produce the original charger. Off-brand chargers are a real fire risk on lithium packs, and I do not treat that one as negotiable.
