A neighborhood golf cart needs 25 mph, a real VIN, and the right battery. Here is what to buy in 2026, what street-legal actually requires, and what to pay.

A street-legal neighborhood golf cart costs about $9,000 to $14,000 new and roughly $4,000 to $9,000 used, and the single spec that decides which category yours falls into is top speed. Anything capped at 25 mph can be titled as a low-speed vehicle in most states. Anything that tops out at 14 mph is a golf cart, legally speaking, and in a lot of neighborhoods it is not allowed past the entrance gate.
I help people buy and sell large, heavy, awkward things for a living, and golf carts have quietly become one of the fastest-moving categories we handle. Most buyers come in thinking they want a golf cart. What they actually want is a second car for trips under three miles. Those are two different vehicles with two different price tags. So here is what matters for neighborhood driving: how fast, how far, what the law wants bolted on, which brands are worth the money in 2026, and what I would buy at each budget.
A neighborhood golf cart is a short-trip vehicle, not a golf accessory, and it should be specified for pavement and passengers rather than fairways.
Think about the actual trips. School pickup two miles each way. The pool. The clubhouse. A grocery run where somebody has to hold the bags. Almost none of that is grass, and pavement, hills, and passenger weight are what wear a cart out.
Three things follow. You want four seats minimum, because you will carry more people than you expect. You want four-wheel hydraulic disc brakes rather than the rear drum setup on older fleet carts. And you want enough motor to climb whatever hill sits between you and home with four adults aboard, because that hill is where an underpowered cart shows you exactly what it is.
A standard golf cart tops out around 12 to 15 mph, and a low-speed vehicle tops out at 25 mph, and that gap is the difference between a legal street vehicle and a very expensive lawn ornament.
The federal rule is narrow. To qualify as a low-speed vehicle (LSV), a four-wheeled vehicle has to top out at more than 20 mph and not more than 25 mph. Over 25 it becomes a regular motor vehicle and has to meet full passenger-car crash standards, which no golf cart does. So 25 is not a marketing number. It is a ceiling written into the definition.
Why it matters for you: most states allow LSVs on public roads with posted limits of 35 mph or less. A 14 mph golf cart usually is not allowed on those same roads at all, or is allowed only inside a specific permitted community. Same neighborhood, same driver, different answer, based entirely on a speed rating and a VIN.
Speed is a comfort issue too. At 15 mph a two-mile trip takes eight minutes and every car behind you is annoyed. At 25 mph you keep pace with residential traffic. That is most of whether the cart actually gets used.
A lead-acid neighborhood golf cart realistically covers 20 to 35 miles per charge, and a lithium cart covers 50 to 80 or more depending on pack size.
Those numbers assume a healthy pack. A four-year-old flooded pack the seller calls "great" might give you 15 miles on a hilly route with four people, which is where buyers learn the difference between rated range and their range. Hills, weight, tire size, and cold weather all eat into it.
Lithium changed the math here. A lithium pack holds voltage under load instead of sagging, so the cart feels the same at 20% charge as at 90%, and it commonly lasts eight to ten years against four to six for lead-acid. The tradeoff is upfront cost, roughly $2,000 to $3,500 for a conversion, which is why a used lithium cart usually beats a cheap lead-acid cart you plan to convert. The federal standard for LSVs spells out the gear. Here is what has to be there:

Read that last row twice. Lights and mirrors are a Saturday. A VIN is not. Carts built as golf carts do not carry a 17-digit VIN, and a lot of states will not title one no matter what you bolt on. Some states have a conversion path, some do not, so confirm with your own DMV rather than the seller. Two more that catch people. Most states require the cart to be titled, registered, and insured like a car, so budget a few hundred a year. And the windshield has to be real safety glazing, not the acrylic fold-down panel that came on a lot of fleet carts.
The new LSV brands are better value for pure neighborhood driving, and the classic fleet brands are better if you want a cart that will still be serviceable in fifteen years.
Here is the honest split. Club Car, E-Z-GO, and Yamaha built their reputations on course fleets: aluminum frames (on Club Car), parts in every town, and drivetrains documented for decades. The weakness here is that most used units left the factory as golf carts, at 14 mph, with no VIN and no lights.
Evolution, ICON, Denago, Bintelli, and Advanced EV came at it from the other direction. They build street LSVs from the start: lithium standard on most trims, 25 mph controllers, VINs, full lighting, seat belts, touchscreens. You pay less for more equipment. What you give up is a shorter track record and a thinner dealer network, so a controller failure in year six is a mail-order part rather than a Tuesday.

Budget decides this more than brand does. This is the order I would shop in:
One more rule that saves money. Buy the cart, not the accessories. Lift kits, light bars, and speakers add almost nothing to resale and often signal a cart that got driven hard.
The normal version of buying a neighborhood golf cart is 90 minutes to a stranger's house with a multimeter, hoping the battery date codes match the story. Then you still need a truck and a ramp to get it home.
Commonplace handles that part. Buyers and sellers never meet. A background-checked driver goes to the seller, runs a 30 to 50 point inspection on site, and sends HD photos and a functionality video before anything gets loaded. If the cart does not match the listing, it does not move. Then it is delivered to your driveway and you get 60 minutes at home to test it, which beats any parking-lot lap. Usually only if it is titled as a low-speed vehicle. Most states allow LSVs on roads posted at 35 mph or less, and most states do not allow a 14 mph golf cart on public roads at all outside a specifically permitted community. Your city can also be stricter than your state, so check both.
Twenty-five miles per hour, if it is a real LSV. That is the legal maximum for the class. A standard golf cart runs 12 to 15 mph, and a speed-code upgrade can sometimes push an older cart into the low 20s, though that alone does not make it street legal without the lights, belts, windshield, and VIN.
Yes, and it is not close. A two to four year old LSV runs $7,500 to $10,000 against $11,000 to $14,000 new, the first owner absorbed the steep part of the depreciation, and a lithium pack at that age has most of its life left. The exception is a lead-acid cart at four-plus years, where you are really buying a $1,400 battery bill.
Around $700 to $1,500 in parts if a conversion path exists in your state, covering lights, signals, mirrors, belts, and a safety-glass windshield. The problem is rarely the parts. It is the 17-digit VIN, which a factory golf cart does not have and which many states will not issue after the fact.
Four to six years for lead-acid and eight to ten or more for lithium. Read the date codes stamped on the cases rather than trusting the model year, and check that individual batteries in a lead-acid pack read within about 0.2 volts of each other. One weak battery is the whole pack's future.
Selling a cart instead? The same list works in reverse. Document the battery date codes honestly, include the charger, have the title ready, and fix the cheap cosmetic things buyers overweight.
